The Union of the Picts and Scots
The Union still remained a tribal Union with the Picts and Scots as the only race which had a voice in the High council.
The Council was made up of each of the Tribes of both nations, each Tribe was basically ruler of a province of the Union, and sent a representative to the High council.
However in recent years the Grand Chieftain has passed several acts which has slightly altered the structure of the Union, centralising it a bit more.
The Realms of Angleland Act (2431BC)-
This Act consisted in dividing the Angle colonies into differing Realms, or states, with their own Governor.
Instead of a single Angleland Colony there is now 8 states in that region as follows:
Northumbria - Created as the northern most province, based around Newcastle, and viewed to be the most "Unionised" of the colonies and therefore considered the be the closest relations to the Scot and Pictish rulers.
Mercia - Created as one of 4 central provinces, based around Manchester, is encompasses the Midlands of modern Britain to the border of Wales on the west coast.
York - Created as one of 4 central provinces, based around York, encompasses the York region of modern Britain on the east coast to the midlands regions.
Angleland/Anglia - The much reduced Angle province based around London and the recognised home of the Angle peoples. It is one of 4 central provinces created by the act.
Bristol - One of the 4 central provinces, on the border with Wales, and south of Mercia, based around Bristol to the west of Anglia.
Kent - One of the 3 southern provinces, viewed as one of the most non Union provinces, and viewed therefore as a lesser people. Directly south of Anglia, it is based around Kent and on the south coast.
Wessex - The Realm of Wessex is one of the southern realms, based around Wessex, it lies between Kent and Cornwall on the south coast.
Cornwall - The last of the southern states; cornwall lies from the Wessex and Bristol states to the lands end.
The Celtic Partitioning Act (2429BC)-
The Celtic partitioning Act divided the Celt realms of Wales into three areas each with thier own Governors; and the Irish Celtic colonies into 5 realms with their own Governors.
Wales=
Brethony - The Northern half of Wales; with its capital at Caernarfon; makes up the northern Realm of Wales.
Swansea - Its capital at Swansea, the Swansea realm occupies the southwestern portion of Wales.
Cardiff - Cardiff is its name, Cardiff is its capital; It occupies the south eastern region of Wales.
Ireland=
Ulster - The northwestern portion of Ireland and the former home of the Scot peoples. The closest relation to the Union in Ireland. Its capital at Belfast.
Meath - The central Realm around Dublin; south of Ulster.
Connaught - The northwestern state of Ireland, has close ties to the Scots. Capital is at Galway.
Leinster - The southeastern province of Ireland; its capital at Wexford; south of Meath.
Munster - The southwestern realm of Ireland; the most distant peoples of Ireland from the Union peoples. Its capital at Cork.
The Governing Council Act (2411BC)-
The High Council gave permission to the Governors of the Union colony Realms to form Governing Councils, much like the high council to better run the local affairs. Effectively appointing the Governors of the provinces as Tribal Chiefs; from this act the Governors call themselves High Governors to distinguish themselves from the other Governors of the Governing Council.
The other Governors will appointed from the areas of the Provinces to represent their peoples at the Governing Council.
The High Council Reform Act (2387BC)-
This reform act was a small attempt at increasing the power of the Grand Chieftain and High Council; and while many of the Tribal Chiefs were unhappy about giving up their powers; they eventually capitulated.
The Grand Chieftains governing duties increased a small amount, enough that the Grand Chieftain had to establish a small Civil Service like in the colonies to aid him.
The High Councils responsibilites also increased with this act; the civil service was also their to aid them.
The 2nd High Council Reform Act (2372BC)-
This was merely an addendum to the earlier Act; again increasing the powers and responsibilities of the Grand Chieftain and High Council; and reducing the power and responsibilites of the local Tribal Chiefs.
The High Council Representation Act (2349BC)-
The most recent of the acts; this allowed the Governing Councils of the colony provinces to send representatives to the High Council.
For the first time the colonies had a say in the Union at the High Council level; even though they were still considered lesser peoples and not members it was recognised not giving them some voice would cause unrest.
