Ah, as a Emperor player I'd forgotten how optimally streamlined Deity is supposed to be. That's good to know if I ever get the hang of warring properly and hopefully go up the levels.Deity? (Policy selection is pretty consistent on deity, whereas on lower difficulties there is randomness at play.)
On Deity, the AI that used to go statecraft seem to be going artistry.

Observations on early English Spy:
Now on turn 198 (Standard)
I met England on turn 5 and quickly shared a conflicted boarder. Two wars later, she has never used her early spy against me and I can't see that she has any influence over any of the city states. I'm allied to 5 city states in her her vicinity.
It seemed a little strange that Lizzie would not try some skullduggery against me as we warred and quarreled over boarders. (England had only warred with me)
In the beginning, perhaps she used her spy against other Civs with more techs etc (but now I'm level on techs with the leader and just got ahead on policies). Hopefully, she didn't use the early spy for counter espionage when there was no threat from all us other Civs with no spies.
