Perhaps, but it is very not GDP/capita. By your calculations, with France having a piteous 0.511, our population is in a poor way. We can tell who fails by their sheer economic output.

Also, manpower/turn as represented in the stats is NOT a representation of the whole populations. It is a representation of those fit for service according to the present policy, which likely outlines some men between the ages of 18 and 50.

This is not even mentioning Russia's bad 0.881. We know for a fact that Russians live better than any other people on Earth - your measurement ignores purchasing power parity, average quality of life, health, etc., and, as I demonstrated earlier, is using faulty stats.

I understand its not really GDP/Capita, but its the closest thing we can come up with using the stats. Men between the ages of 18 and 50 make up the majority of the workforce, and therefore the majority of economic activity. Whatever economic activity the Swiss can do they can do it 10 times better than Georgia for whatever reasons.

Also in real life GDP/capita ignores purchasing power parity, average quality of life, health, etc

Also the "We can tell who fails by their sheer economic output." is incorrect. If I have a manpower of +1 per turn, I have a small population to really build up any sort of economic powerhouse. Lichtenstein is a good example. They have only $4.16 billion GDP, tiny compared to most nations, but it because their population is so small they have one of the highest gdp/capita in the world. So they are succeeding because their people are rich, even if their sheer economic output is marginal compared to others.

Let me rephrase, the numbers given by EP per turn / manpower per turn is a good indicator of economic productivity.

also, in regards to simple game mechanics we should expect small nations to have larger numbers for this stat, otherwise they wouldnt be able to function at all under game rules. However we can use it to compare major powers. If we assume "1" is the ideal, Italy still has a lot of untapped labor and potential, while Russia is closer to maximum capacity.
