How were you planning to administer that piece of Vermont from all the way over in Montana? I'd be willing to grant your goat-herders and druids free passage within Vermont and to establish a mutual ecological agreement regarding that area, whilst remaining under Nova Alban control. (That is, operational procedure would be vested in the UTG, but legislative and other responsibilities would remain with NA.)

To support our Appalachian activities I would like to claim an arc of land across Canada roughly the width of the Idaho-BC border stretching from that border to the Vermont-PQ border. As I expect great friendship with the Kingdom of Nova Alba, I would like for the arc to expand in the east and broaden enough to claim all the border territory west of Maine (but not past Vermont).
