In some ways, it is also one of the most ineffecient in the world and the most inefficient in the developed world. As well as other issues, such as how just because you have a lot of mammogram scanners doesn't meant that the entire population that needs access to one has access, as large portions don't.

our doctors try to save everyone. no matter how bad their chances are. equal chance of survival doesn't matter, we have enough manpower to help them both.
