@Blaze_Injun: The reason you received a repeated Challenge is because not all issues stay dead when a decision is made. The challenge merely emphasizes that the argument has resurged as people seek to once again extol the wonders of their chosen side. Also the failed ammo convertor was destroyed, no tech parts were recoverable, but I did allow for the generation of some scrap in this update. Also, I’m not sure if I understood your intent correctly in the orders, but Tech Parts cannot be directly converted into ammunition.

1. It was only a repeat from a previous Botwawki NES. I didn't give you much details as I could have & I didn't want to reuse the same reply to the challenege I did before.

This is the short version.

Embrace this idea of low-tech training without the mysticism. Call in the leader of the cult & explain that in this world the one with the biggest bang is the Daddy O.
The future safety of New Frostburk will be a combination of both melee & higher tech weapons. Its like this. Bili Morgan's way or death by his hand.

If the leader joins on board then he will be named Head of the Training Program. A figurehead to be controlled for the good of New Frostburk. He will be watched but
award for his role to a certain point.

Here is how it works. Schools of low-tech weapons training will be created. Everyone aged 7 & up will start with basic training in a variety of weapons consisting of
the following Stick (wooden weapons only), Staff & Spear, Knives & Needles (Icepick styles up to throwing needles & stars), Axes, Swords, Maces & Chains. Everyone
will also train in improvised weapons (anything at hand from rocks to pencils, keys & so on.)
After 2 months students that pass a standardized test will advance into a specialized training classes based on their best weapon skill. Though now specializing in one
weapon they are expected to continue to train in all schools of weaponry. Any of the 3 Categories (Skills, Numbers or Ravens) of Bunker inhabitants can be in any school.

Each will specialize in training of one weapon. Emphasize of how high-tech would enhanced each students deadliness. The best in each weapon will be portrayed as a hero

the the top trainer for the school.
Propaganda will stress that High-Tech weaponry is the future of New Frostburk, but that the knowledge of low-tech is the way to that future. That a person is a one man
killing machine.

As of the last several months, we have constructed a facility that allows us to manufacture our own ammunition from scrap at a 1:1 ratio. If we were to accept this deal as is, we would lose 400 scrap value. May I suggest that the deal be sweetened for our tastes by you providing some weapons? Perhaps several of your Heavy Weapons? Your shortage of scrap and eventually ammunition will leave them a drain on your resources. The Saint Vikings, on the other hand, have plentiful opportunities for scrap and can put these weapons to use as defense.

I hope we can come to a mutually beneficial arrangement.

Headman’s Challenge solution:
We will allow the headmaster to continue teaching for the time being, but will also get other volunteers that will teach other skills to the students and, most importantly, explain the anarchic philosophes of the Union and tell the “truth” about old America and other schools of thought from back then.

This will consist of highlighting the negative events that actually happened and we know about, such a massacres, an unjust legal system and the likes, as well as some made-up stuff if the need arises. Also: THEY BLEW UP THE WORLD! Stress this. If the headmaster tries raise a fuss, remove him.


Orders:
Ok, so this area apparently has very little loot, and I have raiders. Ok, let’s try talking. They apparently have either so little that they left nothing, not even a machete behind when they left; or, they are masters at looting their fallen under fire/had a calmer retreat than is any good for us. Let’s hope for the former.

This message will be given to any travers that might have any sort of dealing with the raiders (such as trading with them, or paying them protection “money” or the likes):

“Surrender. You get a collar, but also a roof, food and water you don’t have to fight for. No risk to you. Be good, and you might get a bit of you fix. Be real good and you can join us latter.

On the off-chance that any raider actually accept this deal, then enslave them, but treat them well enough: no pointless beatings, no making them sleep completely outside in the weather, that sort of thing. At least as long as they behave, but do keep them under heavy guard. As long as they behave, try to treat any addictions or injuries, and if some behave really, really well, let them have a small amount of a chem if they are addicted, one at a time under personal guard.

Slaves will not be allowed near any sort of weapon or weak points in town.

If the raider attack, follow the standing order (just with palms instead of prickly pears, I guess.)


Send out our best scouts to watch for the raiders. If they attack and we get a decisive victory, or if no sigh of them is detected for a while (they move on, or o something else kills them) then sent out a 50 man (15 2-H, 35 1-H) team to salvage and scout port St. Lucie and surrounding areas.

If we make contact with Nasacity again, ask them to provide enough information to send a currier to they’re leaders.

The indoctrination against communism is somewhat taking hold, but the influx of yet another group of former Vanguards has thrown everything off balance. At this point there are more former Vanguards in our faction than any other type of grouping. Ideals of wasteland communism have clearly begun to spread, despite the alleged renouncements of the new members of our society. Clearly these people have no intention of leaving our lands, while still spreading their propaganda. How do we respond?

CHALLENGE

The communist devils have proven to be resistant to the rational discussion. Re-education is needed to put down these ideological troubles to rest. If their communist ways persist, then we will need more concerted efforts. To remove the most radical elements of the groups. Send them on away missions, and then have them have accidents. Having one or two double agents sow dissent among them wouldn't be a bad idea either.

Now this half year, we will be adding the Umatilla to the folds of the NGC. As gesture of good will, 100 Low Tech weapons, 50 1-h guns, and 50 men will relocate to the position. Fortifications will be built upon there, to improve the security of the site.

The colony needs scrap in order to improve it's position. The nearest major scrap source we can identify is Orlando. We need to start scavenging towards that place. We shall start by sending a group of 400 (half from the Emerald Vault and half from Leesburg) armed (100 laser, 100 2-h, 100 1-h, 100 low tech) towards Apopka to scavenge. They will try to swing by Carter Airport to see if there are any aircraft that could be used or scrapped. This is hopefully a longer and successful scavenging expedition.

Equip 200 people with low-tech melee weapons and send'em out into the Villages from Gainesville bunker for salvaging operations.

Orders for Update Thirteen:
The situation for the Saint Vikings is growing tenuous. Rising numbers of afflicted people from the unknown disease (To be called Exsecratio dehisciosis, "Curse of the Yawn," Yawn disease for short.). To combat the extent of this illness, Shawn has ordered several new studies to be conducted to discern any difference between Vault-dwellers and survivors, as well as possible modes of infection. He has ordered over the radio that all survivors in the wasteland should steer away from the Tampa area, to prevent infection.

On the light side, the faction has conducted its first official conversations with another group, and it is expected to bear fruit within a years time.

Movements / Orders
-Have a team of 50 with Low-Tech Melee, 20 with 1-H Guns, and 5 Mr. Handys scavenge the local area for scrap and tech parts.
-Set aside 1200 scrap in anticipation of trade with the Conch Thalassocracy. When they arrive, split the scrap into two exchanges of 600 each.
-Look for a volunteer or two from the native Vault population and a few from Hangarville and isolate the small sample someplace secure in Hangarville. Attempt to discern the cause of the contagion and compare blood tests. Categorize the stages of the illness and address the population to announce when they think either themselves or loved ones may be affected.
-Send a small, peaceful group of 3 Vault-dwellers to the Calusa to try and discern information about the group and take notes on the influence the illness appears to have on their population.
-Take samples of the air quality inside and outside of the vault. If available, compare to that of pre-war samples and look for any biological differences.
-Limit immigration to those of medical background and any with knowledge of the contagion, but no-one affected by it.
-Convert 700 scrap into ammunition. (700 Scrap)
-Warn people away from the Tampa area with the Radio Tower and speak about the disease. Talk about the symptoms and what we have learned about it so far, in hopes that we can prevent the spread.

-Duck Key will accept the merchants offer to shuttle immigrants to the island. The immigrants are to be checked for any infection diseases, and if free of them welcomed into the community.
