I laughed at the Shout Out to Portal. 
The "Republic of Ontario" thing was because of the small, minute, tiny fact that all of my nation is SURROUNDING THE FRIGGIN' LAKE ONTARIO!
Also, "Republic of New York" wouldn't be actually workable, because NYC is very far away from where I am.
How about "Confederation of the Great Lakes"?

If you ask warman: I suspect he'll tell you that not all of New York is New York City. Non-city dwellers seem to get sorta snippy about that fact. As for Republic of Ontario, why would good, decent, Americans want to use a crummy Canadian name? Liberty Commonwealth wasn't bad though.

my reasoning behind talking to them about it is that I have pretty constant contact with them (merchants and traders) and so I'd have been likely to hear about people wanting to leave.

I understand your reasoning but that doesn't give time for the Vault 2 to consider its actions for its challenge. I can see were you might hear rumors but not to the point of a Narwhal request. Maybe you'll need to "investigate".
