While the outbreak of war in the Caribbean had already begun to cause a downturn in the nation, the situation has begun to worsen dramatically. Trade takes time to rebuild, won't all come back overnight. Plus people are likely to want to make sure you aren't going to eat their hearts.

AUSTRIA MISSES EXPENSE PAYMENTS. Vienna, Austria. The Austrian monarchy, consumed with the need to provide arms and training for fresh forces to fight in the Second Venetian War, missed several key payments for the administration of national territories. This has led to an uneasy situation in Venice, where payoffs where expected and provided, as well as in Austrian Croatia. The move has also caused lending and other markets in Vienna to tremble and the economic situation to teeter a bit with the failure of the monarch to pay his bills. (-2 EP, -1 Stability)


I find this incredibly wrong as the very first thing in my spending orders is to appropriate funds for the necessary domestic spending. In fact here is a quote of my spending orders

At the very least the word mandatory would suggest that it is the "other" spending which I would be deducted from.

@Those concerned in Italy: Your external source of EP did not send the promised amounts. Therefore I have done what I could with your orders, and did not spend into deficit. Whatever orders came first were the ones which received priority when it comes to spending.

In which I clearly place my domestic spending first.

Your fleets have been sunk to the bottom of the sea and Spanish armies are sure to arrive soon. Our armies have been pushed back from the petty defenses of your capital, but they are far from defeated.
 
@warman17: when I did the math, your total spending for last update came up to only 85, not 95. Yes I did labor over the possible hypocrisy when involving the Italian states, in your case it was an internal error, while the Italians had a rather confusing set up involving routing things from someone through someone else. Was rather irritating, since portions of their orders conflicted with other orders and statements.

We do not feel Brazil needs to get involved as we had already sent a peace offer but were rebuffed by the Granadans. Venezuela was already trying to end this conflict and prevent another.
