King Matteo I of Sardinia sat at his desk in the room where he typically chose to do his work. Behind his, a pair of glass doors opened onto a terrace, beyond which one could see the full extent of the Royal Gardens, and in the distance, Cagliari. From the gardens, the King could hearing the chirping of birds and feel a cool spring breeze upon his cheek. Knowing the beauty of the gardens at this time of year, he yearned to be out walking through the rows of neatly trimmed hedges, overseeing his vast collection of flowers and enjoying the warm weather. However, duty called, and he turned back to his desk, hoping to finish the day's business with all possible haste.

Before him on the desk sat a letter, short, and yet, obviously of the utmost importance. It had been brought to him only minutes ago by a courier, the personal courier of his Chief Minister, Giovanni Mazzini. Naturally, the King's thoughts turned to this man, quite an interesting character. He remembered clearly the dinner party, only a few months past, where he had first met Mazzini, at that time only a low-level official under the Minister of State. While the King had been anxious to escape the rather boring company present at the party, Mazzini had managed to waylay him in conversation long enough for the King to become interested in the man. He had quickly appreciated many of the man's ideas, and the next day gave the order to have the man promoted to a position more deserving of his skill. From that point forward, Mazzini had continued to speedily advance up the ranks, until only one month ago he had replaced the aging Chief Minister. His thoughts having come full circle, the King turned his attention back to the letter before him. After giving it a quick glance, he placed his signature on the paper, as he and Mazzini had discussed the day before.

It is a well known fact that nationalism can take many forms. There is the good, healthy nationalism, the spirit of patriotism that unites a country in times of crisis. And then there is bad nationalism. In the past, Italian nationalism has proven itself to be the former. Multiple times has the Italian peninsula been ravaged by war, and the people killed and starved in the name of this nationalism. Sardinia was fortunate to escape the horrors of these many wars, and yet we were forced to look on in horror as the specter of Italian nationalism destroyed Italy time and time again. Remembering these wars, we are acutely aware of the danger of such nationalistic beliefs.

And yet recently, events have shown a new wave of nationalism seems to be on the horizon. Strikes have broken out across the region, heavily damaging the economy and hindering growth. New nationalistic groups have arisen and already caused great damage in Milan and other regions through their propaganda. Rebellions have broken out, and dangerous alliances seem to be forming. These facts, along with private diplomacy, have made Sardinia acutely aware of the threat these new nationalism poses to the safety of every state in the region. As such, we feel it is duty to protect not only our own country, but the rest of the peninsula as well, from the possibility of more wars of unification that will inevitably lead only to ruin.

Therefore, the government of Sardinia declares that from this day forward it will, as a matter of policy, take steps to counter any nationalistic groups or rebellions that may arise, and that should any groups spread to Sardinia itself we will take all steps necessary to eliminate their presence. As well, should any region be affected by massive instability and disorder that threatens to end in a takeover by a nationalistic government, we will takes steps to intervene and restore peace.
