Mohenjo Daro = 23 (26 - 3) I've never found this ability as amazing as it sounds. Rivers are generally fairly common, and you're still going to want to put your cities on them when possible, in case someone steals the city state from you (or just kills it). Once you're doing that, the ability benefits a comparatively small number of cities.
Nan Madol =5 (4 + 1) I've seen this double the culture output of civs that aren't pursuing theater squares/culture victory. I'd argue its situational nature is actually an advantage, as you shouldn't have to compete as hard with landlocked empires in the games where you really want it.
