Mohenjo Daro = 23 (26 - 3) I've never found this ability as amazing as it sounds. Rivers are generally fairly common, and you're still going to want to put your cities on them when possible, in case someone steals the city state from you (or just kills it). Once you're doing that, the ability benefits a comparatively small number of cities.
Nan Madol =5 (4 + 1) I've seen this double the culture output of civs that aren't pursuing theater squares/culture victory. I'd argue its situational nature is actually an advantage, as you shouldn't have to compete as hard with landlocked empires in the games where you really want it.

Nan Madol =6 (5+1) When you're not going for a culture victory (most games), the conflict of interest between coastal districts and resorts doesn't matter because you're not building resorts. Also when you're not going for a culture victory (most games), you aren't building many theater squares so your culture tree progression is quite limited, and if you want to keep most/all of your TRs internal, Kumasi won't help. This CS provides the most culture when you're not building theaters and keeping your TRs internal

Toronto = 15 (18-3) was best before patch. Now, it's no longer extra stacking. Plus, the bonus involves planning around it, which will throw a wrench in the cogs of your strategy when someone takes it away from you, either by conquering it or out-envoying you.

Amsterdam = 6+1=7 - As I don't understand why Carthage is so loved, I don't understand why Amsterdam is so hated. First, it's commercial. Commercial city states are, along with scientific city states, the most useful in game. And then we have its suzerain bonus. Trade route to one big city will give you 2-4 bonus gold from luxuries. That's not much. But when you send 6-8 trade routes, you'll get much more gold. I think it doesn't deserve so much hate.
