I was going to subtract one point from Kumasi for adding just +2 culture for each trade route to city states, which wouldn't even compensate the lack of districts in the CSs for the trade route bonuses. However, reading the bonus more carefully, this bonus turns out to be +2 culture for each district IN THE ORIGIN CITY, which means that for example a city with 4 districts gets a whopping +8 culture for one trade route. Now this is nothing to laugh at.
Instead voted against Toronto, because after the AoE nerf, it really adds little value. It is almost never difficult to get the extra amenity and production from Zoos and Factories to all your relevant cities with a little of district planning and tile counting. After the nerf, a better bonus would be, for example, doubled effects of the AoE buildings (+1 amenity -> +2 amenities, +3 production -> +6 production), after which this CS could MAYBE have some use.
I have found Mohenjo Daro useful many times even when not playing cultural game, because the means of getting more housing can sometimes be very limited.
I simply voted based on the Suzerain bonuses, because otherwise it would only make sense to vote Trade city states due to having Commercial Hubs in every city in every game every time.
