Funny that Armagh and Preslav are at the bottom since in my last game those two city states were only ones left in the game I was playing. Not even good enough for the AI to conquer maybe.

Antananarivo (Cultural) – 22 (21+1) --- Great for mid/late game culture and late game science. Gets you to Globalization MUCH faster which nets you +10% science per suzerianship.

Easy to hit a 50%+ bonus culture by end game. Unless you are finishing culture victories around T150 this is the mid game CS culture civ to befriend. Pair this CS with Stockholm, Ping and Oracle for fun.
