Maybe their only civ lock is Hawaii, for the base game, and then the other way is through the two leaders?
Because that would make more sense than Germany/Prussia having no civ pathway.

The free unlocks also seems an indication for the AI to take to that civ, so some only having a leader unlock may result in them being around way too rarely... Albeit I guess with America having two leaders specific for it, more than any other, that could be enough for them to appear as often as other moderns civ on the base game, considering I'm guessing the two will always pick America if available.I don't think we can be certain that every civ needs to be unlocked by another. It's possible that gameplay and leader unlocks are sufficient. Especially if gameplay unlocks are fairly easy to attain. With Frederick, Catherine and Charlemagne, Germany/Prussia could have as many as three leader unlocks, so there could be plenty of ways to get to them even without the Normans.
