In any case, I'm inclined to go with Matrix's suggestion that an absolute no-DM be shelved in favor of people making agreements amongst themselves (particularly given a cushion of sorts with the no-DM-with-war-declaration rule in place).

So atm, its expect DMs unless you make an agreement with your enemy not to make DMs?

Until otherwise noted here, yes (unless you're currently at peace).

Well then let me make it public that my "agreement" is that there will be no doublemoves when the war includes myself. So I will not be doing doublemoves and I expect there to be no DMs made against me.

Exactly. I sign open borders for mutual benifit and trade. You do so only when it works for almost exclusively for you. Hence aggresive.

Right, my point is that preferring to remain clear of a neighbor's religion is sufficient reason to not sign an open borders agreement, and isn't necessarily hostile.

I'm still wondering how (or more to the point, why) Matrix infected one of my cities with Christianity...

edit- also folks religion does spread by chance to any cities without one already in it

Sorry I had to turn over my civ...looks like things got interesting. I had some medical issues and some time issues which forced me to give up some things and thsi was one of them.
