Yes, in Civ7.

It does feel like there was some kind of upheaval going on there right around the 30th anniversary time. That sounds like a good guess.

It was honestly incredibly strange how much they hyped up the 30th anniversary and then. . . absolutely nothing happened or was announced.

I am happy with China getting several leaders. If any Civ deserves it, it is China. Kinda displeased by how many leader slots have been to England. Would have also strongly preferred an alt leader given to Arabia rather than just a reskin of Saladin but overall, I am pleased.

Totally agree, I'd add India as another civ worthy of multiple leaders. Egypt comes next, would prefer another Pharaoh over a new persona for Cleopatra.

FIVE for China...jeez. Some of these civs get way too much and a few that should get more are just ignored.

If anyone deserves five leaders, it's China, but it would be nice to see a little more balance.

nader shah - finally an islamic leader for persia! seems like a warmonger type of choice on paper though, while i would have liked a more cultural oriented leader (after cyrus has been, somewhat misguidedly, been made into The Backstabber). nader could fill that cultural/economic role but not when slotted into a Great Conqueror dlc pack lol. still, an exciting choice.

Yes, I, too, would have liked a more cultural leader for Persia (coughShahpur IIcough), but I'm just amazed that Firaxis actually knows Persia existed after 330 BCE so I'm not complaining too much. Persia is already a cultural powerhouse so they probably felt the need to balance that out with a non-cultural leader like they did with Cyrus. Here's hoping Nader Shah gets some noncombat abilities.

I am probably alone in this, but I am super disappointed that there is no alternative leader for France -- was hoping for Napoleon or Louis XIV. Napoleon seemed more likely to me given France's unique unit, but, hey, what can you do?

France were supposed the Civilization overepresented in the franchise! Not only France isn't the 1st Civilization with most leaders, but France isn't on the podium anymore! It is now China, England and USA&Egypt. This won't do!

1st place: China (4'~5) with Qin Shi Huang (~2 personas), Kublai Khan', Yongle and Wu Zetian)

2nd place: England (3'~4) with Victoria (~2 personas), Eleanor' and Elizabeth I. Potential

3rd place: USA (2~3) with Theodore Roosevelt (~2 personas) and Abraham Lincoln.
3rd place: Egypt (2~3) with Cleopatra (~2 personas) and Ramses.

4th: France (2'~3) with Catherine de' Medici (~2 personas) and Eleanor'.

5th: Kongo (2) (Mvemba A Nzinga / Mbande Nzinga), Japan (Tokimune / Tokugawa), Persia (Cyrus / Nader Shah), Mali (Mussa / Sundiata Keita), Byzantium (Basil II / Theodora), Korea (Seondeok / Sejong), and Germany (Barbarossa / Ludwig II) and India (Gandhi / Chandragupta, thanks @Starina )
6th: Mongolia (2') (Genghis Khan / Kublai Khan')
7th: Arabia (1~2) with Saladin (~2 personas), Ottoman (~2 personas) and Norway (~2 personas)

~: Persona. It depends if you consider them as the same leader (because, well, it is), or different leaders (because different mechanics, therefore different experience).
': Shared leaders. Because some people could think that shared leaders should be counting not as much as other leaders.

We can only hope for Pack 7: Great Trolling

• Philip Augustus (France) (another medieval one? Eleanor was still alive during his reign!)
• Charlemagne (France and Germany) (wait... this doesn't make anysense! there were no France of Germany during his reign!).
• Catherine de' Medeci - Greatest match in the world (Marriage Persona) (again? someone is in love with you Catherine...)
• Great Switcheroo Game Mode - Allows to play a Civilization with any leader you want.

Pack 1: a version of Saladin that maybe isn't a religiously motivated aggressor
Pack 2: a version of Suleiman who maybe gets a little cultural
Pack 3: Yongle as a science/builder, hopefully
Pack 4: RAMSES
Pack 5: Ludwig, probably a cultural builder
Pack 6: What they do for Liz? Steampunk Vicky. What will Varangian Harald bring to the table?

I've got all base game, all the DLC and Season Pass - is that the same thing as "owning the Anthology"? I checked Steam and I don't see a price or option to buy. Not sure if it's not available yet OR if I'll get it for free?

The two XPs? Not sure what you're counting as all the DLC.

Pack 6: What they do for Liz?

The real Elizabeth was such a fascinating personality. I hope they can actually capture her charisma, moodiness, and temper for once, and Civ6 seems like a great medium to do it--if they're not reusing animations again. I'd also low-key love to see an older, moodier Elizabeth, perhaps based on the Rainbow Portrait.

Probably thrown in. He never really was king of England.... then again Nzinga Mbande was never queen of Kongo so it's a hard call.

By the by, anyone notice how Queen Mbande's colors are taken from that excellent Civ V mod?

Now that I think about it, I am not sure why they decided on making alt leaders and not new civs. I think in the pass, when new civs were announced, there was considerably more hype than alt leaders, and I think the devs know this. The reason is quite simple, new civ has 4 new abilities to play with, alt leader most likely only has 1. Considering the most difficult challenge in making a new civ is to animate the leaders, I'm not sure why they settle on leaders.

As long as you have every single DLC, you are qualified.

Just so that people aren't later surprised or upset, I'll repeat that you may need to own all DLC AND the Frontier Pass. Owning the Frontier Pass DLC separately from the actual Pass may not be sufficient as it doesn't qualify as having all Anthology content.

Why does everyone refer to personas as new leaders? They're not, they're just glorified skins that add an immersion-breaking subtitle to the leaders we already have.

Because they literally add a different leader ability and on a mechanical level that's all that a new leader is Ffs

the last dlc before this was almost two years ago. the devs have no excuses to not give us 12 freshly animated leaders.

I think you will be qualified even if you purchased NFP as separate packs. The persona pack of NFP was the bonus contents for purchasing NFP as a whole, I don't think it counts towards the qualification in this case.
