Though I completely agree on you that in Civilization civs try to gather elements from all their historical eras, I think there's just one exception to that, and it is Gran Colombia. I do understand that they wanted to focus it around Simón Bolívar, but they left behind elements from 20th century and modern Colombian and Venezuelan culture. Proof if this is that the city list of Gran Colombia only includes colonial cities, leaving behind considerably larger cities, such as Barranquilla, that were founded in the 19th century after Bolívar's wars. This is also evident in the civ description in the Civilopedia, even lacking any context surrounding the wars that Bolívar fought. This is a problem because it gives the impression that Gran Colombia is a dead civilization, when it actually has continued as modern day Colombia, Venezuela, Ecuador and Panama and has roots in 16th colonial settlement.But when you have a strictly renaissance France in Humankind, for instance, how does that feel to the French that, despite being a world power, they can never "contemporary?" That they have to adopt an American or Japanese culture to further civilize themselves?
