I'm still pushing Sogdia led by Oxyartes, but frankly I'll take any Iranian Silk Road polity.
Definitely agree that Bactria and Sogdia are a big gap in the game's civs but Afghan civ from late the Medieval period til the intervention of European colonial powers would also be a solid choice.
I'd be happy for a less Hellenocentric leader. I just suggest Oxyartes/Huxšaϑra because he has some degree of name recognition.I would love to have Bactria-Sodia civ but with a different leader with less Greek connection.

the Afghan kingdoms, particularly the Ghaznavids and Afghanistan proper, are probably their best choice. It’s just an issue if they pick exclusively a Ghaznavid to lead Afghanistan since they’re neither Persian nor Pashtun, but rather Turkic. i’d maybe go with the Zamburak as the Afghan UU and the Pashtun as an LUU, since Ahmad Shah is generally considered the first great chief of the Pashtuns, would speak Pashtun, and having a Pashtun as a UU would really come full circle.
