Civs who did not exist in the exploration age in any form - America and Mexico - do not have any adjustment in their name to allow for a 4th era succession. Surely America would be back in a 4th age and they'd be called Yankees or Thirteen Colonies or Congressional America or so in the 3rd age in that case?
And so could Mexico!Britain is more likely to be a civ added to Modern in the near future, possibly very near future. If they do a 4th age, they could always have it be The United Kingdom. Germany one is only less likely because there is already it in modern in the form of Prussia.

Germany was broken into even more smaller states at earlier points in history or combined in other larger states such as the Holy Roman Empire. So, mementos system is not only questionable by itself, but it also have mementos as stupid as "Walking stick". Sad.
I also don't think they would have given Russia a Soviet Era unit, if they planned on giving us the Soviet Union later in the 4th age.As much as i like to see hints of a 4th age everywhere, i don't think Prussia is one of them.
With "modern" age ending sometime around or shortly after WW2, Germany didn't really have the opportunity to be a world actor outside of Nazi Germany, which we are very unlikely to see in a Civ game (as much as i would like to see some real bad guys for a change). Prussia, while a big warmongering civilization on it's own, is far more "politically correct" for that period than Germany could be.

I think Jose Rizal might want to stay in SEA or possibly go from Hawaii and Mexico as well, based off of what I know about the Philippines. Spanish speaking islands in the Pacific.

I think they could've called it "Germany" and still take uniques from earlier. German nationalism is about half a century older than the German Empire, and even before that, an idea of "Germany" existed. But yes, Prussia just feels more authentic when next to the Mughals or Qing. Maybe. But look, Han is more than Han, there are several elements of ancient Chinese history that go beyond Han. They could have made a modern German Empire that included elements of Prussia instead of changing the pattern of previous versions of always calling the German civ Germany. My wild prediction is that Russia will be one of the civs to be reworked in a future expansion, once they introduce proper Great Works and rework the cultural path. Ironically, one of the stronger arguments against the 4th age civs is the fact that Russia’s theme is already heavily based on Hymn to Red October. Seems like an odd decision if USSR proper is already on the drawing desk, and I doubt a music theme is something you create thinking “It’s okay we’ll just replace it later, ezpz”
