I did actually think to myself after posting that it could be something similar to this. There's a dispute over where her kingdom was (Kyushu or Kansai?) where the former seems more likely to be historical while the latter ties into later mythical ideas about her connection to the imperial family and the proto-Japanese state. I guess if you're going to include a leader so poorly documented leaning into the myths might work.Possibly
