Actually, there is a much simpler solution, give me one second please and refer back to this post in one minute. I'm about to make an edit.

EDIT: Can't find the specific XML, but you can set Custom Scenario Enabled, which is disabled by default in RFC.
It's how you can do things like play OCC.

You can open them up with Adobe Dreamweaver (paid software) or Notepad+ (freeware).

Notepad +? Got it. Just one last question then. What exactly do I change the line to? Do I add a ; to it or what?

Oh, silly me, disregard all of that.
You don't need to touch any XML files.
In the root RFC Dawn of Civilization folder, there should be a file called RFC Dawn of Civilization.
It is a Config file. Open it, and regular Notepad will do.
Look for the line that says:

; No Custom Scenario option in main menu
NoCustomScenario = 1

Change the 1 to 0 and save it.
Then enter the game and set up a game with a Custom Scenario.
Let me know if it works out for you.

A quick status message from me: was away the last couple of days because I didn't even have the time to go online at all. Now I have a little more time, but it's still hard to stay up to date with the forum, so don't expect much.

In the meantime I have also switched laptops, and need to set up DoC and my development environment again, for which I also don't have the time. So there will be no actual work on the mod during the next weeks, gomenasai.

I think you can settle on the resources. But yeah, fresh water should make Tundra settleable in my opinion.

I just tested, and you can't.

As to why these resources are there, they are probably remnants of the original Civ4 Earth map that were never changed in RFC or DoC for whatever reason (probably that no one brought up the impossibility of reaching them before).

Build a city six tiles away, and use a few great artists. Once you reach legendary culture, you'll be able to reach the resources.

Alternative suggestion: Russia gets Tundra-settling as an added/improved UP. Although General Winter is crazy good already.

Seeing that a UP like that would allow Russia to access a handful of resources they can get already anyways, that would be a very useless UP.
