Faithless Japans desire to interact in matters outside of your isolated island is both strange and amusing to the Khan. Especially as your response is that you will "give" money to Tibet. Considering you have no mainland provinces to move the money this would be a large feat for such a small nation. Not to mention all you are saying you will do is waste your own money.

But as the diplomatic core has said, you have amused the Khan, if you can state ethically and diplomatically why Mongolia should NOT Excommunicate the Tibet Monks when they have behaved as two faced then we MAY reconsider.

This is the problem. If I were GM I would ignore this line of his orders entirely as it does not give enough information on his actual preferences. If he doesn't care what provinces he gets or not, what's an extra two minutes to pick some at random so the GM doesn't have to do it for him?
