There are a couple of ways you can look at the price.
On the one hand, you could look at $5 compared to the price of the entire game, and realise that a a civ and scenario isn't quite the same value for money.
On the other, you could look at what else you would do with that $5. If you want to buy a bottle of Coke anywhere in Sydney it will cost you at least $3.80. Yet I'm sure I'd get far more value out of the DLC than that one bottle of Coke with its exhaustible supply of refreshing goodness.
They generally aren't announced beforehand, but you would imagine they'd have one soon after G&K release, to get people to buy up.

Heh, I've also held such a standard in the past: one euro per hour. If I have played the game long enough then my money was well spend.If I divide the cost of the DLC (Even at full price) by the number of hours of enjoyment that the DLC adds to Civ then they strike me as a bargain. It's the new model and the days of buying a disc with BTS or Play the World are gone forever.

I buy all dlc except maps, I just like having more for me to do, even if its not a whole lot.
