This is a toughy... between Maya and Khmer. So tough I have to do a Citis style breakdown. Here goes!

UP:
Khmer's UP is very specific, and though useful because of their terrible terrain, the Mayan UP allows them to come nearly up to par with Europe by the time conquerors comes around. Maya gets the first point!

UU:
Both are quite weak, but I've never used the Ballista Elephant's unique property, while the Holkan is useful for keeping Maya alive in the early stages. Maya gets another point.

UB:
Both gives bonuses where bonuses are needed, but the Ball Court gives 2 extra :) while the Baray only gives 1 extra :food:. Maya is off to a killer start!

UHV 1:
Beelining versus building... the Mayan UHV is too straightforward, while the Khmer requires forethought and strategy. Khmer gets a point, finally!

UHV 2:
This one's a little tougher. The population goal is very easy, but it puts restrictions on the building and culture goals so it brings the game in to a nice balance. On the other hand, the Mayan goal is quite straightforward again, though it requires using Huaxyacac's precious hammers which are needed for troops. I'd edge it out to Khmer.

UHV 3:
A Great General isn't necessarily easy but neither is 8000 culture. This is Maya's toughest goal but with a bit of luck it can be achieved before conquerors. The 8000 culture goal is something that eluded me for a good while, kept me thinking and playing, so Khmer wins again.

Non-UHV Playability:
Khmer and Maya are both in difficult positions, but I've had more luck bringing Maya up to be a world power, what with leftover Pantheon wonders, an empty Central USA and a kick-ass UP. Khmer is trapped in a rather poor corner of the world, so Maya wins this one.

Khmer - 3
Maya - 4

Maya wins, but just barely! Obviously, Khmer has a preferable UHV but overall Maya has more replayability and power behind them.

Maya. Its tech bonus, combined with starting out weak compared to the Europeans, but a large potential of greatness provides an unique gameplay experience.
