Because the Colosseum is an addendum to the site, not the focus of it. You'll notice the links up the top lead largely to site content; they replicate the home page links. The Colosseum is just a forum without that site content, and without home page links.

When a post is reported, is the post's current content included in the report, or do mods have to work with whatever it might've been edited into by the time they find it?

Do regular mods have visibility of pre-edit posts?
 
We get what is in the post when you report it, which means that any later edits might not make the post 'okay'. If you saw the post, and reported it, then it was an inappropriate thing to post. Even if it was edited, the bad post still had an audience.

Dunno about looking through old edits. IIRC, it was a hassle
 
What is in the post at the time of the report is included in the report. If it gets edited after that, we can, of course, see what was changed. If it gets edited before it is reported, we have the problem that we don't know what it originally said.

It is possible to track all changes to posts, but that involves a massive increase in the forum database size, so we don't have that option turned on.
 
The older it is, the less likely it is to be acted upon, but there is no hard and fast cut-off point. If a post were literally years old I can't imagine circumstances in which it would be given an infraction - more probably it would be deleted if anything.

Who adds "The" to abbreviations?

If the code were changed now, there would be a lot of messy posts that would no longer have their smileys. Besides, it's grammatically correct.
