New update: correct a couple of C++ errors

Includes some minor issues like players declaring war on themselves. Corrected a major issue with total culture in a city being wildly wrong after changing owners. Corrected an error in total GP rate in a city with the Mount Athos effect in case the affected wonder went obsolete. Corrected a similar error with the Louvre effect. Disabled all leftover code dealing with culture level changes for specialist commerce rates, in case they still caused issues. I am not sure if those changes solved the overall commerce rate inconsistency issue, which I haven't been able to recreate since then, but it has always been an elusive error, so not entirely confident.

New update:
- fixed a Python error when determining the prevalent religion in an area
- made it easier to acquire spy experience and scaled experience more with difficulty
- reduced great spy threshold

Also pushed the commits for yesterday's update.

I haven't tested the new experience formula much, but I thought I'm going to push this already so I can collect more feedback. Great Spies previously had the same threshold as Great Generals, that never made much sense considering how your number of combat units stacks up to your number of spies.
