It's not refugees but it can cause them.

I m going to make the assumption that much of the white means that the relevant
information is not available to the map author rather than always being a null occurrence.

Possibly the place where they stayed/got ID before becoming famous as terrorists. Hint: no terrorist (as long as we are talking about non-native ones; like I said, if it was that you would have far more of Europe colored) of the jihadist type ever actually did something notable in Greece (unlike, say, Spain or Britain).

No Saudi or Nigerian terrorists? Nigeria really confuses it. Lots of domestic terrorists, lots of blood and treasure fighting terrorism.

Is it more about laws? Perhaps something like number of laws containing the word "terrori[st|sm]"?
 
A hint, it has more to do with how they are organized, not so much with what they are doing.
 
Britain seems like the tricky one here.
How would we interpret this map if Britrain was lighter? What ideas do you guys have?

Maybe there's just a tricky issue with Britain that is more confusing to us than actually helping.

It certainly is an interesting aspect of it, britain being in the top 5 or so. But we do have a lot of different groups, even if they were not very active in 2005. Between the different sides in northern Ireland, the various nationalist organisations in the nations and some islamist groups we could be up there in number of distinct causes that paramilitaries espouse.
