Some are glaringly missing (kurds in Turkey), but there is a suspicious degree of overlap with ethnic or other minority areas.

Could also be some kind of "special rights" territories. Not sure why it includes all of Australia, though

I am not sure if China recognizes anything, though. The baltic triplet should refer to the russian minority, so maybe it is just minorities recognized by official treaty.

I think China has different laws for Uighurs in Xinjiang.

Nobody would probably get to this exact point, but ethnic minorities is close enough.
