Yep, it's fine. Consume can simply mean "use" or "use up" in some way.
 
I do not like that there is so much grey, but as far as I can tell it represents the source data. I will highlight that the source comes with the warning "comparisons across countries or over time should be made with a high degree of caution", but hey, we are all grown ups ;)

A higher number is better. Note it spans zero, so darker red is worst, darker blue best.

Oh, there is a scale on the right!

Hmmm...Russia is the worst, Romania, Bulgaria and China are the best.
 
Is it a consumption function? A production function?
That map shows consumption. As it happens, in investigating the missing countries I plotted the equivalent production values, and the result has similarities but the differences are interesting. This is the map of production:

I will warn you that this is my interpretation of the thing, which has been known to be unconventional.

How can consumption be negative (and that being different from production)? Did you apply a logarithm or anything like that?

It is a function of the primary measure, not log but the most obvious one.

Romania an Bulgaria being very blue had me thinking about foreign workers or something, but they would be "producers" instead of "consumers".

So maybe money transfers by expats?
