I just noticed the map has Cold War borders. But it doesn't seem to line up clearly with Third World countries that had communist leanings. Something about hunger in the 1970s-80s?

No, but the fact that many of the highlighted countries were newly independent is related to the background of this map.

Only esoterically. Another thing that's important to the background, but not the map itself. That a national election is important isn't something I'd expect would easily get you the answer, though; especially since the election in question occurred in a country that isn't highlighted on the map
