Guyana is hardly the most unstable country in South America.
 
Indeed not, but Guyana and Albania being the only members of their entire continent is equally notable.

That was the thing that first stuck me, and prompted the "political control from elsewhere" comment.

No to both, but I'm glad somebody noticed the borders. You have the right timeframe.
 
Huh. I never bothered to zoom in on the map, so I didn't notice the tell-tale changes in Europe.
 
Countries that received independence during the Cold War time frame? (wild guess)
No, but the fact that many of the highlighted countries were newly independent is related to the background of this map.
 
To clarify, the map is set sometime between 1970-1980.
 
Only esoterically. Another thing that's important to the background, but not the map itself. That a national election is important isn't something I'd expect would easily get you the answer, though; especially since the election in question occurred in a country that isn't highlighted on the map :P
