Guess the map 16: No need for that latitude!

Are these central banks that have begun printing or planning new banknote designs? One thing to “note” about Great Britain is that the issuance of new paper money is done not just by the Bank of England, but also designated commercial banks.

No, not really.

To reiterate; the UK was red sometime in the past five years, and no longer would be today (therefore it is orange).
 
Is it membership of a free trade association?
 
No, it's not membership of any international group. It's about something these countries have (or in the case of the UK, had). This thing is rather exclusive. It was expensive for the UK, apparently, though my impression was that it wasn't the reason why the thing isn't there anymore.

It has a lot to do with an entertainment venue, yes. I wouldn’t use “venue” to describe it though?

Edit: Venues, not just one. Or maybe “institution”? I don’t really know how to describe it without giving it away…

Hmm… risking being misleading, I think it has been described as a programme, but the institution(?) I am thinking of might have other different types of programmes, too. This is a rather special case, with oblique diplomatic significance.

Another clue, then: It’s a living thing! (do do do du-do do…)
