Investment over a long term. I'm suprised about Romania though.
A small, mostly urban country can be covered without much infrastructure investment. I assume that's what held Japan back. You can get great speed in Tokyo, but not the countryside.
Romania at #4 is rather weird.

Yea i've no idea what happened either. We just woke up one day with a 9$ per month fiber optics internet with download speeds of 2-5MB/s external and god knows what speed internal.
There's the Himalayas, and I think some mountains in the West.
