What makes Switzerland different from Germany, France and Italy is actually this, that the deciding institutions for each language are in these other states. So, does it have to do something with the offices regulating grammar, vocabulary and stuff?

I'd wager that most of France's former African colonies have more French speakers than English speakers, and that South Africa has more English speakers than French speakers.

I was basing it more on the whole Quebec thing.
 
Official languages?
Something like: Reds are countries that have multiple official languages while blues are countries that have one or no official languages.

Or maybe it has more to do with local regional languages.
 
It mainly relates to one country in western Europe.
