But if it were Tintin, Spain would be much higher, methinks.

Nope.

For a hint, France is a bit of a red herring. While it has 2.75 times as much as the UK (and it will make sense why once you get the answer), you should not be focussing on it. Look at the wider world.

Nothing like that.

I am sure that Mexico and Belarus would have some of each of those.

It isn't infrastructure in any way.
 
As a hint: the map is a result of two events in the 20th century. The first of which is the major reason that France and Belgium are so high.

Combat actions/battles fought in the world wars?

...meh, Russia would probably be higher...
 
That narrows it down to World War or bicycling.

Amount of land occupied? Number of fortresses? Number of conscripts?

I can't say for certain that every one of those countries were involved in at least one of the wars. But yes, in WWII especially, almost every country except a few neutrals sent troops to at least some front or another.

Also, do the maps have to be world maps?

There's a U.S. template (states instead of countries) that's used every once in a while, but it's not very sporting. A lot of CFC members- especially the ones that play the "guess the map" game- are from different parts of the world, and the game's kinda rigged when the U.S. map is used.

EDIT: On second look, scratch my idea about where battles took place. Finland and SE Asia were fought over in WWII. Hrmmm...

While there are a number coloured that were not involved (Switzerland, Sweden, and Spain) there are plenty more that are have none that are were involved in the World Wars (former Soviet Republics, Slovakia, Finland, Columbia, Mexico, etc). Clearly belligerents have nothing to do with the map.

As far as I am aware the only countries that were n neutral in both world wars were Sweden, Switzerland, Afghanistan, Lichtenstein and Spain (including Western Sahara).
Ireland, North Yemen, and Portugal (with its colonies) were the only belligerents in WWI and neutral in WWII.
Granted a lot of the Allied countries in both wars were either a colony of another belligerent or did little more than declare war. A number of countries also tried to remain neutral but were invaded by one side or the other.
