Yes, it's Somali pirate attacks against these countries since 2005. Panama is number one with having had 34 vessels attacked by Somali pirates. Liberia is second with 12 and Antigua and Barbuda have had 9.

Note: Panama isn't black, it's just super dark blue (I colored the countries proportionately).
