The cyan countries have joint versions. I don't know what that means for Slovakia and Greece.
Edit: Greece and Cyprus have a joint version.

Lessee, Guatemala, Bolivia, Paraguay, Mali, Côte d'Ivoire, Gabon, Burundi, Central Africa, Chad, Andorra, the Vatican, Monaco, Liechtenstein, Luxembourg, Sweden, Belarus, Mongolia, Uzbekistan, Tadjikistan,... Kirguizistan and some Pacific island country. Probably Micronesia or the Marshall Islands.

The islands indicated are Sao Tomé and the Marshall islands.
If noone has a clue, I'll give a hint (and yes, the countries seem quite random )
A few of those look oddly familiar. Countries the British have never sent soldiers/invaded/fought a war in...?
Although Luxembourg. And surely there would be more in South America and the Pacific.
I'm gonna take a swing and say it has something to do with population density?
That list includes five of Europe's smallest independent countries, plus Sweden, all of which are monarchies. Coincidence, perhaps?
