Never tell me the odds
To King Otto of Spain
I am pleased we are getting a grand worth from this, going from hot tension to a step for both our nations to be closure in peace. We have been talking about Corsica... and we consider two possible thoughts on the matter.
1)We give you, the Kingdom of Spain, the full control of the isle.
2) The isle becomes independent... save it will declare you its protector. This may mean a possible military and trading ally for you in the form of that isle, as well as allowing the residence of the isle increased willingness to be loyal to you. France may even get in this... we might offer you the chance to claim the Netherlands. Of course there is a catch: France wants the leader of Corsica to be elected into office as to demonstrate the will of the people in this matter. We will let you decide how to set up the elections.
While you choose out of these options, we will like you inform that we will want the people of Corsica to have their civil rights respected the fullest. This deal is costing me many votes from the more radical members of the Commune due to the isle's history as a part of France. Consider this deal to be written in my blood.
May both our powers grow strong and healthy as we set on our paths to our aims.
Premier Abel Roux.
P.S. Victor Miles of “So what is your view on the matter” has sent an invite to Mr. Ioannis Kapodistrias to come on his show. Mr Miles felt that a debate on economics could be healthy in a time of trade deals around the globe.
I will accept the second, if you let me claim the Netherlands next turn. But i dont want a democracy. Spain is an absolute monarchy and my people will revolt against their King and ask for democracy. Democracy is a word forbidden in Spain. But we shall accept your offer, if the elected government has to be a approved by the King, before it can rule. Or i, since i will set up the elections, could use the police to make sure that only the wise people rule the isle.
Mr. Ioannis Kapodistrias, Minister of Economy:

Mr. Kapodistrias accepts your invitation.
