I consider South Mexico to be property of the Socialist Republic of Aztlan. An occupation of this territory is to occupy our sovereign territory, and an act of aggression.

I move my fleet south, off the coast of Southern Mexico.

I use all my IPs on soldiers.

I replace AGS with Electronic Warfare.

Sorry, I just realized I couldn't do that.

Instead, don't build those armies, and just use all the IPs trying to peacefully claim that territory.
