Iraqi Prime Minister declares a state of emergency for a month in oil-rich Basra which is in the grip of a power struggle

Things are getting serious on the ground in Iraq. This seems to be the first move by the newly appointed Iraq president. This announcment is one thing but getting political will to become action remains to be seen. Depending on how the Iraq government deals with this will be a indication of its effectiveness.
