Russia's Empire is not faring to well after the loss of Livonia, Ukraine, Idel-Ural, Siberia and Kazakhstan, due to independence revolts in those provinces. Poland, Caucasus, Central Asia, Tartary and Yakutsk are even further away and Russia may have to accept that even these territories may be lost forever.
Nicholas I, Emperor of Russia
This has saddened Nicholas I, who has hopes of re-uniting the the provinces to the Russian Motherland. Nicholas I initial goals over the coming years, are to reunite Russia's neighbouring provinces and restore Russia's former Empire. However, he hopes to do this peaceably and is willing to negotiate on territories that are further afield.
He has employed the minister of education, Sergey Uvarov, to devise a program of "Orthodoxy, Autocracy and Nationality" as the guiding principle of the regime. He has assembled the best minds in Russia in the Winter Palace, which will henceforth be called The Hermitage. They have been will meet once a month to refine plans and present a report to the Tsar once every 6 months on progress. However, all expenditure will need to come from recommendations in these reports are will require the approval of the Tsar.

It looked west and considered Scandinavia would allow it to be closer to Europe and gain all-year round access for its imports and exports to help it grow in the rest of the world. It see access to the North Sea as strategic to its aims as the port of Murmansk is often frozen solid.

Emperor Nicholas instructed his ambassador to conclude an agreement with the Scandinavians, whereby it would ask them to join Russia and Russia would then commit to developing Scandinavia. Especially its port facilities and may be even help to access its mineral resources of Iron, etc. in later years. It is hoped that Scandinavia will accept this offer as it will be mutually beneficial to both nations.

It decided the best way, would be to make cheap loans to young entrepreneurs and let them decide what the best factories to make were, thereby letting the free-market take a hold. Many serfs from the lost provinces have come to Russia as refugees and having the opportunity for work will help ease tensions and make Russia more productive.
