We would not be opposed to the entry of Phoenecia as an Observer in the Sublimity, but its distance, combined with the somewhat regional nature of the agreement, would make its full involvement somewhat difficult at such a distance.

Treaty of Gibraltar

With this treaty, the Dacoillyrian Empire, the Pervashid Empire of Luca, and the Punic Empire of Carthage agree to end all hostilities towards one-another, with the following terms:

1. Carthage will evacuate all its military forces and drop all claims for all of North Africa, thus leaving them only with Iberia in the Transpoenic Sea area. Carthagian soldiers will be allowed a safe passage to Iberia.
2. All Punic citizens who want to leave North Africa will be allowed a safe passage to Iberia, and they are allowed to take their private possessions with them. Public infrastructure will remain intact.
3. Dacia and Luca agree never to own territory in the Americas, and ensure the territorial integrity of the remainder of the Punic Empire.
4. The Punic Empire is to not have its trade interfered with by Luca or DIE.
5. Those Punic citizens who chooce to stay in formerly Carthagian territories and adherents to the Punic faith in Dacoillyrian and Lucan Empires are not to be oppressed.
6. Carthage agrees to keep a maximum of 1/4 of the size of the navy forces of DIE in the two-sea area (east from Gibraltar).

@Cleric, I saw your post in jalapeno_dude's thread. Now that you are back will you sign peace. The terms are pre-war borders and one economic point to me for you being the aggressor in the war.

You have contact with most European nations, all the already-formed African and American ones sans Tiwanako, and with the Middle-Eastern nations sans Turan. Plus Aryavarta.

Caledonia will agree to the Iceni proposal if Iceni-Cymrese Close Cooperation Treaty is renegotiated as to include Caledonia and put all Sons of Sol operations subject to the veto of the ruler in the territory where they intend to operate (and also change the name to Alban Cooperation Treaty). In exchange it will agree to cease the holy war on the Iceni and recognize the new Cymrese government. That way, the nations of Alba will no longer fight each other and instead will present an united front to any internal or foreign threats.

Apart from this should not just be confined to North Africa but to all relinquished Punic territories instead. This means Italy and the Transponeic Sea islands. Other than this small need for change, we will sign the treaty.
 
Supreme General Gisco Hasdrubal Vect, Regent of the Punic Empire in the name of his Holy Punic Imperial Highness, Hannibal Barcelona VI stood in the new palace in the central Iberian city called Didalia [1], which had become the new capital of the Punic Empire after the loss of Carthage and the pending peace agreements with Luca and Dacia. He stood there gazing out onto the lush palace gardens and realised that he would need to assure his people that their new lives and their new Empire lay elsewhere. That Europe was no longer the most profitable homes and soon the Empire would be great again.

Vect looked around. He could sense the anticpation in the air. Never before had the Punic Empire suffered so greatly, however never before had the Punic Empire been afforded with such opportunity. Vect knew it, he believed it, he could even smell it. The Punic Empire was not finished.

'Advisor!' Vect bellowed beckoning his Personal Political Advisor to come forward.
'Yes, lord?' The scrawny 'advisor' asked.
'Let the people know. I address them in the Empress Dido Square from the balcony of the palace. A new dawn will so be upon us!
'Yes lord!' The 'advisor' said proudly and hurried away to do the Regents bidding.

Meanwhile Vect looked towards the future of the Empire and his Regency.

For that and other reasons (mostly other reasons, having mainly to do with my not having any time at all), I quit.

No, I don't have an issue with that. I just don't have time, and Dacoillyria just withdrew their navy. Lovely. IIRC when we opened up initial negotiations, Fin said that we wouldn't make separate peaces.

It's not "not wanting to fight Sheep"; given time enough to write orders, I'd fight Sheep to the ends of the Earth. The time issue is most important. This was just another convenient excuse.

Because the site is an incredably good, large and defendable natural harbour, and your a seafaring people with a new orientation on the Atlantic? Not to mention at the mouth of Iberia's largest river its an excellent position for controling the inlands?

Plus delicious historical irony!
