No, no its not. Factory != Barber Shop. Who do you think emits more pollution? Which one has more cars driving to it each day?

Ok the analogy was poorly chosen, however the principle still remains that Children, Pedestrians, Pets + Cars = Bad. The government has always preferred certain things in certain areas, simply because their easier to tax, besides making it easier on the consumer.
I've not done much planning law... but I'd assume the following:
Home is rezoned to commercial - this increases the value of the land because it can now be sold as by the owner (or the lender on the owners default) and used by the purchaser for say... a supermarket right in the middle of the street - do the neighbors want this? I'd assume not.
Sad story... but... public suicide really doesn't seem like the best way of fixing it =/

He wasn't. But his creditor was, in case he got bankrupt anyways. Which doesn't seem too unlikely..So he wasn't going to sell his home.
