Those zoning scenarios don't necessarily hold up. Besides, not too much would have changed in this case. However, this person clearly seemed to think it was owed to him, for some reason, as he went ahead and expanded anyway, knowing how much debt it would incur.

Regardless of the correctness of the council's vote, he shouldn't have done it. It traumatizes the people at the meeting.

I believe that was his point. Traumatizing the council members that voted against him.
 
Rezone my townhouse in Brooklyn to Class A commercial so I may put up a 30 story highrise office tower would really solve my financial problems.
 
Meh, the NYC City Council would only vote on it if you were a big player, like Bruce Ratner or whatever they were going to do when the Jets were still slated for a Manhattan stadium.

The government bureaucrats hate to see a barber shop in residential area, or a high-rise residential apartment in the Citibank building.

Ok the analogy was poorly chosen, however the principle still remains that Children, Pedestrians, Pets + Cars = Bad. The government has always preferred certain things in certain areas, simply because their easier to tax, besides making it easier on the consumer.
 
I've not done much planning law... but I'd assume the following:

Home is rezoned to commercial - this increases the value of the land because it can now be sold as by the owner (or the lender on the owners default) and used by the purchaser for say... a supermarket right in the middle of the street - do the neighbors want this? I'd assume not.

Sad story... but... public suicide really doesn't seem like the best way of fixing it =/
 
I don't see what the big deal is. It's a barber shop. What if it was a woman in front of the council trying to rezone for her in-home daycare?

Since the story doesn't specify, either the barber shop is already at his home, so rezoning would affect nothing except he land value. Secondly, if the barber shop is not at his home, his neighbors have nothing to worry about.

Why should the government interfere? Let the market decide.
