This. Also, NPCs should not go into game breaking levels, especially in an IOT game where there are no NPCs in the first place. Idealistically, the PC nation that becomes an NPC due to the player unadnouncingly drops out (I hold special exceptions to players who inform the GM ahead of time of their absence and intentions to return), that the nation should be dissolved. Eather having its assets distributed amongst other players still in game or in the case of Far's IOT, brought into oblivion.

I may put my two cents on the subject of NPCs for future IOTs in the discussions thread.

Since I'm a dirty commie, chances are the wealthier states will get less of the pie and the poorer states a larger slice.

Think of an Eggman Empire this way - it's already at war with everyone anyway, so it will really be a Scramble for North Cademstar, everyone politicking and wheeling and dealing to try to get a larger slice of the pie. But it also benefits big players the most since they'll be most capable of colonisation.
