i promise you if Sepoys are strong at all you will be able to field them in massive quantity and simply zerg other players down.Gold has been the worst yield in a 1:1 comparison in the 2 previous games with production ratios in the 1:3/1:4. It's -25% to ALL other yields. Not sure how exactly these ratios look like in civ7 but this looks more bad than broken.
Maybe being able to convert town to cities though will make gold more valuable in this iteration.

Gold can buy buildings and units. So, production isn't missed too much. The Food problem means you're really going to want effective Stepwells (plan ahead!), and few Specialists. It's going to be a civ with lots of Farming towns supporting a few big cities, I think.It's a percentage change, not a flat change, so relative yield value can be ignored.
That said, there's more than three other yields in the game that are being reduced so this may indeed not be that great of an ability.

This would singlehandedly change this design from fine but uninspired to absolutely fantastic in concept for me.If there's a civic or tradition that allows you to rush wonders with gold, all will be forgiven.
