Seriously, your country sounds like an utter hell hole. So basically that post screams to me that whoever has the most guns in each town wins. You can get shot by someone for not following the rules of a certain town, like having an abortion. That doesn't sound like Anarchy to me. That sounds like Authortarianism.
See kids? This is why Anarchy is a bad thing. Too much freedom eventually kills all the freedom. Anarchy: Not even once.
That's not exactly how it works. The thing is, property rights are the defining rule. You can do absolutely anything on property you own. However, you can't cross property borders without permission of the owners. And if they do allow you to cross borders, you usually have to follow whatever rules they lay down while doing so. Have a disagreement between two people? Make an agreement, or agree together on a judge to rule between you based on common sense. Can't agree on that? Well then, if you go onto that person's property, you will be an outlaw, and they can legally kill you.
Normally, people voluntarily bring this to the community level. So a given town will usually have a common system of regulatory rules applying for that whole town. Take abortion. That town may agree that abortion is never allowed in that town. Now, you could still have an abortion on your property, but then you will be an outlaw, or be taken to court, if you go anywhere else in that town, since those areas, even though they are shared in common by the town voluntarily for roads and whatnot, technically belong to other people, people who have agreed to the proposition that abortion is wrong.
Of course, laws vary from place to place based on voluntary associations. But it is appropriate to say that having an abortion does greatly reduce your travel opportunities in Somalia. This is because property is private, and most people think abortion is murder, and so will not allow a person who does such a thing to travel through their land.
The only real exception is the capital city and the farmland around it. That land is owned personally by King Domination I, who personally sets the rules for anyone who chooses to live in the capital. There are some other wealthy corporations who form corporate towns under similar logic, allowing people to live on the land if they follow the rules decided by that corporation.
That might seem bad to you, but the reality is, there is a lot of choice in Somalia based on voluntary associations. The general rule in towns is that a town wiill adopt a rule if four of five citizens agree to it, and it will be enforced throughout the town. Nobody is forced to follow it if they choose to opt out and stay on their own land, or form a separate town with the dissidents. This happens all the time.
In normal countries your choice is follow the law (Which is usually monolithic nationwide) or leave, even leave your own land. In Somalia, your right to your personal property is ALWAYS respected.
In fact, crime is extremely low here, and guns rarely used. The deterrent value is usually sufficient. In fact, the main reason we carry weapons anymore is because of imperialist rogue states like the Empire of China, to ensure an occupation would never succeed. Live Free or Die!
Actually, we're changing the nature of the embargo. Citizens who feel oppressed by the horrific nation that is Somalia can come and become refugees in the Empire of the Formatting Crew. They will come by plane, however, so that they do not annoy our neighbours. All traffic going to Somalia will be stopped as we do not want to support that horrific hell hole at all.
We aren't going to stop them. They can leave if they want to, that's your right. Will you take our outlaws off our hands while we're at it so we can save the monetary cost of paying bounty hunters to go kill them?
