Mostly, I had people who skinned their population alive with taxes lose industry and population to lower tax nations.

I do not wish to get into a Tavern brawl but... Somalia is a sign of why chaos is not fortune. A ballance between order and chaos is needed. Well I am strongly anti-authoriterian, I am also for good reason anti-anarchy which your "states are sources of evil" keep boiling down to. Belive it or not there are "third world countries" that are growing, with hopeful signs. The idea that "all third world nations are Hell" is a sad overstatement, just like the riggid use of the terms "developed" and "developing" in notion of how countries just get thrown into one big pile.

Back to topic: the brain drain should not be based simply on taxes. It is not only criminally one dimentional but also implies that the only thing important in a country is tax rate. Quality of life is a important factor: France is a nice place and many Brits dread the idea of having a health issue in the USA due to the lack of a national health service there. We need to set it to a combination of factors. Also consider ecomonic strength and of course stability for migration, the most later a given. These are but considerations to consider.

Seto Inland Sea War
The Seto Inland Sea War was a war that pitted the Shimazu, Mori and Hatakeyama against each other in the year of 2496. The result was a tactical Shimazu victory, a tactical defeat for the Hatakeyama and an absolute defeat for the Mori.


Causes

The war began has its roots in the conflict between the Mori for foreign trade, which was mostly conducted through the ports of Fukuoka in the North Coast and Nagasaki and Kagoshimain the West Coast, on the western island of Kyushu. These coasts were controlled by the Mori and the Shimazu respectively, and the ports conducted trade with Korea/Russia, Shanghai, and Hong Kong and south East Asia respectively.

The port of Fukuoka had previously fallen in the Kyushu Wars of 2448-2467 from which the Shimazu emerged victorious against the Otama clan, which controlled Nagasaki and Fukuoka at the beginning of the war. the Mori seized the opportunity to take a slice of the cake of Japanese foreign trade and fought hard against the Otama to take the port of Fukuoka. Peace was settled, but the Otama army had grown to weak due to the war on two fronts, and the Shimazu crushed them and swiftly annexed what the Mori had left.

Seeking further independence from Shimazu foreign trade, the Mori launched their own trade routes with South East Asia from the Shikoku port of Tosa and through a post in Okinawa. On 2473, the Shimazu were already feeling the effect of the direct trade of the rest of Japan through the Mori instead of them, and they launched the Okinawa Campaign of 2474, in which the Shimazu navy and marine infantry launched an island-jumping offensive to take the archipelago south of Kyushu and east of Taiwan, including the island of Okinawa, to cut Mori trade with the continent.

In the 2475-2496 period, a state of cold war was set between the Mori and the Shimazu, with frequent raids and pirating from both sides inflicted on the other. Meanwhile, the Hatakeyama had maintained a more peaceful growth and maintained a military with good and maintained training and more equipment and men, since they had not been decimated by wars of any kind except for skirmishes with the Takeda in the south of the Kinki region. In 2494 they invaded Awaji island as a warning to the Mori.

In October 2495, the Mori warring capability was enhanced thanks to imports from Russia of old tanks, and launched an attack on the Hatakeyama as a diversion to then retake Awaji. The Shimazu saw this as a perfect opportunity to achieve total hegemony over Kyushu and the west of Japan, and formed a coalition with the Hatakeyama to fight the Mori. According to the documents, the Hatakeyama would get Shikoku and all land east of Hiroshima, whereas the Shimazu would take the west of Honshu.


The war

The war began properly with the Shimazu double strike at Fukuoka and the island of the Seto Inland Sea.

The Shimazu attacked Fukuoka directly with the 1st Infantry Division and the Fourth Infantry Brigade, and launched the bulk of its Motorised Infantry Division against enemy troops deployed in Shimonoseki, annihilating the three Mori Infantry Brigades presents in Kyushu.

With the experience of the Okinawa Campaign strategy, the Marine division of the Shimazu jumped Yashiro Island, Oshima Island and Yoshima Island, cutting all roads uniting Honshu and Shikoku and establishing flotillas in each with the purpose of creating a naval blockade around Shikoku. The Shimazu called the Hatakeyama for help on establishing the blockade.

The Mori reacted to the attack on Fukuoka by calling back their 10th Combined Arms Division from the Hatakeyama border to defend Shimonoseki, with such disorder that the border was temporarily left undefended, and that the First Armoured Brigade went far ahead from the Infantry Brigades of the Division.

The Mountain Infantry brigades and Reconnaissance Brigade on Shikoku tried to advance to take the islands in hands of Shimazu marines at the same time that the still-undefeated Mori Navy sailed off to Oshima.
Due to a misunderstanding, Hatakeyama ships had come to Oshima island instead of Yoshima island, detail that would result fatal to the Mori as they were caught between the Hatakeyama forces and the Shimazu navy that was left their port at Yashiro Island as soon as enemy movement was detected. The battle resulted in a catastrophic defeat for the Mori at a high cost for both the Hatakeyama and the Shimazu, the first taking heavier losses due to engaging with the enemy first.

The Shimazu troops on Kyushu were ordered to advance on Shimonoseki, the Light Armour brigade that was what was left of the Motorised Infantry Division advanced along the coastline, whereas the 1st Infantry Division attacked the interior.

Spoiler Explanation :
Unfortunately for the Mori, their Armoured Division interrupted communication between the Shimazu forces, which decided to strike back to eliminate any threats to their back, resulting in complete annihilation of the Mori Armoured Brigade and the Infantry Division that arrived when the previous combat was over. The heavy casualties on the Shimazu side, though, reduced the size of their forces to a Brigade.

Marines on Yashiro island were instructed to take advantage of naval superiority and disembark on the mainland to take Hiroshima. The Mori High Command was captured or killed in its integrity in the assault, and the city was taken without major Shimazu losses, which resulted in a heavy blow to the Mori's morale.

Marines on Yoshima and Oshima blew up the roads to secure their positions and seal Shikoku off, and held their positions in case of an attempted attack from Shikoku or a counter-offensive from Honshu.

Hatakeyama Armoured Brigades and Divisions took advantage of the temporary weakness in the Mori lines caused by the diversion of a full division to the west, and encircled and annihilated the enemy in all fronts.

The Hatakeyama Armoured Brigade, euphoric, advanced against Hiroshima regardless of instructions. They met a Shimazu Marine Brigade coming from Oshima in Kasaoka, and each believing the other an enemy, fought for control of the city. The battle was resolved when the Marine Brigade from Yoshima entered Kasaoka to meet the Oshima Marine Brigade, and destroyed the back of Hatakeyama ranks.

The Combined Arms Brigade of the Shimazu advanced to meet the Yashiro Marine Brigade in Hiroshima, where the Advanced HQ was set. A delegation was sent to Shikoku, and Mori troops stationed there, upon hearing of their defeat, deserted and defected en masse, with the exception of the Awa Mountain Brigade, which negotiated the capitulation of the island in exchange for protection from the Hatakeyama.

Having found the Hatakeyama plans among officer equipment in the Hatakeyama Armoured Brigade, the Shimazu launched an attack of their last Infantry Division from two sides, and destroyed it.

The Hatakeyama, after knowing of the defeat of their Armoured Brigade at the hands of the Shimazu, pulled their division at Awaji to reinforce their home city of Osaka and the front, and extended the lines of their Infantry Division in order to cover it all, which made the Shimazu frontal-lateral attack even more effective. The Mori surveillance system informed the now-Shimazu Mountain Infantry Brigade, who advanced and took Awaji.


Aftermath

Both the Shimazu and the Hatakeyama were greatly weakened after the fighting, with both making gains from the Mori defeat, but with the Shimazu taking Awaji from the Hatakeyama and securing a land more than twice their previous territory, and a population three times as large. The Shimazu also obtained absolute control over Japanese foreign trade, giving it the upper hand in any upcoming conflicts.

The huge population of the Shimazu has allowed them to develop a military far larger and more powerful than any other clan or state on Japan, and their large-scale trade provides them more and better equipment and vehicles, whereas oil and other raw materials are stopped from reaching the rest of Japan, leaving the other clans with inferior equipment and military capabilities. Thus, it is now a mere question of time when will Japan be reunited rather than a question of who does actually hold more power.
