I'm seeing the same here. On epic speed, most AI would quickly set up 3 cities in the first 50 turns, then stop expanding. But then by turn ~200 they would all start to rush to expand once again.
 
@Thibix Magnus, I think it would be good if you could report this issue, because it is apparently hard to reproduce


sure, I can't access github right now (email problem), but here is the report (log, minidump, savefile and written description), if someone can submit it?

edit: doing as others, downloading the in game editor mod seems to solve the issue for some reason.

Hey! Im new here, over the last month wanted to give a shot to Vox Populi, but i've gotten a few problems with multiple versions of the mod and im not sure which one to play now. My problems - on this newest 4.4.2 version i had a problem that city states simply don't spawn in the world, i tried like 4 different games, and no matter what they don't spawn in the whole world. In a couple cases it happened that a single city state close to my starting location had spawned, but as I kept playing thinking it finally worked, i realized that that was it, only 1 city state across the whole world. I was trying Pangea and Pangea plus maps, with no extra mods, with standard speed, huge maps, 12 civs, 24 city states. Strategic balance, on extra settings turned on research agreements, events system and the diplomatic visibility.
Then I thought i'll try version 4.2.7, now after trying it it also has a whole different set of problems, the city states spawn, but the other civilizartions are very lenient on settling. Same settings as before, on standard speed on turn 100, im the city count leader with 5 cities. And I have sooo much space to expand into, it's strange. A couple of the civs sit at 1 city, while most have just 2-4 cities.

So my question is, is there any version of vox populi that is actually decent i could play with no significant problems like this? A bit tired of restarting games due to issues.

The problem with trying an older version is that you might still get problems because they aren't coming from VP.
E.g. this 1 city state thing I haven't heard of before.
But if you want to try it (I suggest a clean install just in case) then you can look at the subforum->archive->previous releases
Then you can try maybe the last 3.x.x version. Check the thread to see if there were any major issues. I feel like I played 2.7.3 for a while, but don't quote me. The issue doing this is, obviously, if you find a bug you won't get a fix for it.
 
Just in case i did not want to come of as disrespectful, i think the mod is generally awesome and the effort everyone has made is amazing. I just thought that these were beta versions or something like that, and wondering if theres a more stable version out there, considering these 4. updates came out quite recently.
In any case just to be sure i did a full wipe and reinstall of the game and newest vox populi, but still no city states, tried on multiple map types too, just doesnt work. Then i checked some lets players on youtube and found michaelgo and hes playing and starting new games on a 3.7.11 version even now and it all seems to work great there. I installed it now too and it finally works for me too. Going to be periodically checking the newer releases incase this stuff gets fixed.
Thanks in any case and sorry again if i offended anyone, was just a little annoyed after so many wasted games.
 
No worries. Civ V's slow load times get to me sometimes.
I sometimes think it would be helpful if the OP contained both the link to the current test version and the last "gold" version (to use a dangerous word).

I just started two games with these settings - one Pangea and one Pangea Plus - with 4.4.2 and used IGE to reveal the whole map. All 24 city states were present in both games. The problem is not Vox Populi. I suggest doing a clean re-install of Civ5 and then reinstalling VP.

I already tried it a couple times, full reinstall wiping the civ folders both in my documents and in steam. It didn't work. There's only 2 things I can think of atm that could cause it be there for me but not you, maybe some of the advanced settings cause it? Or I have 2 ssds, i installed the game itself on my 2nd one as it's faster, but 'my documents' with save files is on the 1st one.(though the other 4.2.7 and now 3.7.12 versions were installed the same way, and city states spawn there.)
As for the advanced settings i had enabled these -
Events system
No Bad Events
Allow Policy Saving
Transparent Diplomacy
Research Agreements
No tech brokering
All the other things were set to default.
 
Unsubscribe from all mods you don't use.
 
I have no other mods, its a clean install of civ from steam with a clean install of vox populi. No mods subscribed on steam

Just an out there thought: I noticed once I bought a new SSD and put my steamgames on there, that VP installs defaulted to a wrong install location. It installed just fine, but then caused all bunch of weird behaviour and disconnects once I tried to load Civ5. Could it be something like that? Double check that the two locations (mydocuments/games and steamapps/common) are in the right place?

Other than that, I'm not sure.. It seems like you did look into advanced settings too, you're not using a weird map without city states... I'm stumped. City states show up fine for me on this install, I only have the aforementioned issues with war weariness and expansion.
 
Is there any way you guys can just make a qik fix patch for the AI to expand? It would be huge for the game. Thank you, for all the work you do for us...

Yep, i did have that trouble once in the beginning, it installed the UI files in the wrong disc at first, but once I caught on that it does that, i manually checked the install locations on each time I did a fresh reinstall so it is correct now. But im really starting to think it might be some sort of isssue with the 2 SSDs possibly. I will try to wipe and reinstall it once again and keep it on a single SSD and report back with my findings. I did however already start a 3.7.12 game and it all works there, so I will finish that beforehand as I already got into some exciting wars. :)

Game cache retrieval from previous version of game (Inclusive of previous versions of mods)
Incompatible mods

I believe that second one is no longer an issue for VP specifically, since the installer clears caches and removes previous versions automatically. Obviously, this proces is not foolproof and could potentially get broken accidentally during an update, but I haven't seen much mention of issues relating to that specifically in ages.

Not having ANY city states implies to me there's something weird going on with map generation in his case, where the city states aren't placed. @aamatniekss Could you maybe post a screenshot of your advanced settings game set up window on the broken version? Maybe we can spot something that looks weird or would explain it. Understandable if that's a hassle for you though, since you mentioned you're now playing on an older version and having fun. :) We're just trying to see if we can help and maybe prevent others having a similar issue in the future.

I've had those city state issues too - also having a lot of late-game CTD on certain turns that stops the game entirely (around the 200-300 turn mark, pretty consistent). After a really weird game where every city-state was Bratislava (excluding Ragusa, don't ask me why), I decided to start a game just to check with IGE what city states were spawning - and found only 3 CS were there (I run 24 city states, 15 civs, on Huge communita mapscript).

After some fiddling it seems 21 city states is "0," and everything beyond that is an actual city state (it's worth noting I've tried with the 43-civ DLL both on and off). I've reinstalled VP a bunch, toggled mods on and off, but I'm gonna try again and see if anything fixes it. Very weird stuff in my experience with 4.4.2 so far, especially the frustrating CTD's.

Update: Reinstalling VP does not fix the city-state count issue. It wasn't an issue before, so.. man, I dunno.
