Researching something like fishing in order to provide for a country can be viewed as something like getting together already existing practices and creating state cooperation. Having anything to research at all implies existing knowledge of the concept, so going negative can be viewed as killing those who propose implementing such things.cuz they already knew nothing ie there were no papers... not to mention papers are a space-age future tech from their perspective.. going backwards from zero, as it appears.
I bet the barbs stole their kids and taught em the best fishing was on land, so they could have all the ocean fish to themselves for a generation or two

Nationwide interest in fishing is through the roof! Fishermen have been appealing to their local lords for improved market access(or whatever). The barbarians hear about new stored delicacies like rotten shark and raid the enterprising fishermen!But why would barbarians specifically raid cities in order to kill people who want to learn how to fish? Do they really hate fishmongering menaces to the world?
