New Civ Game Guide: Mexico


Introducing the Modern Age civ, Mexico! For centuries, Spain extracted from the New World natural resources and the wealth of past empires. But following Napoleon's conquest of Spain, many saw an opportunity to create a new, free society in Mexico. Mexicans succeeded in their struggle for freedom, and a new state emerged – a cultural powerhouse primed to navigate challenges of governance, relationships between indigenous peoples and white Spaniards, and the operation of the Mexican economy relative to its northern neighbor.

Unique Ability:
Revolución:
Start with a unique Government type, Revolución. This Government has one Celebration effect, granting Increased Culture boost for a set number of turns. Cannot enter any other Government type.

Unique Infrastructure:
Zócalo:
Unique Quarter. Increased Culture for every Unique Tradition slotted into the Government.
Catedral: Unique Building. Culture base. Receive a Happiness Adjacency from Culture Buildings.
Portal de Mercaderes: Unique Building. Culture base. Receive a Gold Adjacency from Gold Buildings.

Unique Civilian Unit:
Revolucionario: Unique Great Person Unit. Can only be built in a City with a Zócalo Unique Quarter, and the specific Revolucionario received is random. Each Revolucionario can only be received once. Cost increases per Revolucionario built.

Unique Military Unit:
Soldaderas: Unique Infantry Unit. Adjacent Units heal a set number of hit points; this effect does not stack.

Associated Wonder:
Palacio de Bellas Artes:
Culture Base. Increased Happiness on Great Works. Increased Happiness in this City. Has a set number of Great Works slots. Must be built adjacent to an Urban District.

Starting Biases:
Desert
Plains

I wasn't expecting a theme of throwimg an endless fiesta but it works and I kinda like it. I guess every turn is going to be my quinceañera celebration.

So the civ ability doesn’t really seem like a bonus…

It locks you into a single government that has a culture celebration bonus—but I thought 1 government in each tier already gave that. Like Classical Republic in antiquity.

Is there any other bonus that this government type grants?
 
This looks like a fun one! It's cohesive because most of the bonuses focus on the unique government, but flexible in that you have a lot of options related to your government. I think leaders focused on Happiness or Celebrations will have a lot of fun with Mexico, like the Ashokas and Charlemagne.

You can upgrade the celebrations to give more than just culture bonuses, that's how I read it anyway. Seems potentially fun!

What the game guide doesn't mention is that these Celebrations are all a lot stronger than normal!
 
Interesting design, I really like it. I was expecting Mexico to get a bonus for adopting traditions, but this is more than I expected, which makes a lot of sense for Mexico as it is a huge cultural melting pot.

Finally, I love the traditional Latin American architecture.

Are we going to get a comprehensive list of Celebrations at some point? It would be good to have an understanding how strong this bonus is.

LOVE the Mex design btw. Extra yields from Traditions rewards hand-picking our Civs in the first and two ages, making it the perfect capstone choice in the Modern Era for custom builds. I hope there's a leader who gets to unlock them by default, for max buildcrafting ♥
 
Having looked over the guide more thoroughly, I like this civ even more than I did at first glance. It's a great civ for really leaning into the "history in layers," as you really want to slot as many traditions as possible (including, I presume, from previous civ choices). I also like that Mexico leans into keeping religion important in the Modern Age; they're a great candidate for such a design. Also love seeing Mexico get a unique Cathedral, which I think is something I suggested at one point.

Yeah it seems like the civic tree grants additional Celebration effects:

Planes Políticos
  • Tier 1: Unlocks the Catedral Unique Building, the Portal de Mercaderes Unique Building, and the 'Corridos' Tradition.
  • Tradition - Corridos: Increased Happiness in Settlements for every Tradition slotted into the Government.
  • Tier 2: Increased Policy slot for Revolución Unique Ability. Unlocks the Palacio de Bellas Artes Wonder.
Plan of Iguala
  • Tier 1: Unlock an additional Celebration effect, granting Increased Production towards Military Units for a set number of turns. Unlocks the 'Cry of Dolores' Tradition.
  • Tradition - Cry of Dolores: Increased Combat Strength for Units in Friendly territory for every Tradition slotted into the Government.
Plan of Ayutla
  • Tier 1: Unlock an additional Celebration effect, granting increased Influence towards initiating Diplomatic Actions for a set number of turns. Unlocks the 'La Reforma' Tradition.
  • Tradition - La Reforma: Increased Culture in Towns for every Tradition slotted into the Government.
Plan of Tuxtepec
  • Tier 1: Unlock an additional Celebration effect, granting increased Science for a set number of turns. Unlocks the 'Order and Progress' Tradition.
  • Tradition - Order and Progress: Increased Science in Cities for every Tradition slotted into the Government.

I predicted that they'd be centered around Celebrations!
I don't have a fully formed idea for Mexico yet, but since they were just confirmed, I sketched out some thoughts as to their uniques:

Mexico
Gameplay centered around celebrating Cinco de Mayo as often as possible.

UA - Cinco de Mayo
A more powerful Celebration.
Occurs in any Settlement founded by Mexico (or its predecessor civs from previous Ages), regardless if Mexico controls it, so long as the controlling civ is currently at peace with Mexico

Interesting. Does the Catedral not have great work slots then (no religious art slot ala 6), and doesn't get bonuses from the associated wonder? That seems a little odd, but we haven't seen what the culture victory looks like in Civ 7 yet so tbd.
