To be honest I'd be cautious about this assessment. Remember, we had a good Empire and evil Jedi last time (well ok, I'm biased, but still), and Zack (continues to) insist that source material allignment is not indicative of allignment in this game.

Just a guess. My own allignment this time makes sense from the source material

Its mostly because there are few evil and a lot more good characters.

Like you can't make a lot of unique evil characters for LOTR or SW.

Smaug could definitely be persuaded to work with Sauron if alive at the time, but is not a direct underling. Certainly possibly in this game if we have Hobbit characters. From the book/movies, not necessarily the species.
