It's constant demands that Tuscany relinquish it's sovereignty, it's attempt to sell Italian lands to the Netherlands, its willingness to sell off its entire navy, and the sheer stupidity evidenced by its leaders have led him to the conclusion that the status quo is unacceptable. He demands that it's army disperse, and that the troops of the newly declared Italian Social Republic be allowed to peacefully occupy the territory of the former Two Sicilies.

He asks that no foreign power interfere, and reaffirms that Tuscany/Italy is neutral and not the member of any alliance system at this point in time. Any action taken by a foreign power, even if the Italian people are unable to reverse this action, will be remembered, and it will influence which alliance the Italian people choose to align with.

In short, stay out of Italy (looks at Lowlands and Great Britain).

We have already agreed to withdraw our troops. As stated, you got to have your troops in for a year, and we got to have ours there. It was simply tit for tat.

However if Britain or any member of the Noble Alliance gives Republican Spain military or economic support, Russia will move in and defend Nationalist Spain.

And for Great Britain, this will not be breaking the NAP because we will be defending, not attacking. Therefore it will be you breaking the agreement if you help.
